Our commitment to governance

At BSL, we work to uphold the highest standards in corporate governance. Transparency, integrity and accountability sit at the core of everything we do, as we take responsibility for our actions, follow through on our commitments, and work in line with governance policies that also meet the expectations of governments, supporters, and the communities we serve.

Life membership has been granted to a number of members who have given significant service to BSL, with members often providing advice and ongoing support to the organisation.

The Board is responsible for setting the strategic direction and establishing the policies of BSL. As well as monitoring the performance of the activities of BSL and the Executive Director, it also oversees its financial state on behalf of Charter and Life Members, and ensures risks are adequately managed.

Bishop Alison Taylor AM

Rt Revd Alison Taylor is a bishop of the Anglican Church of Australia, serving as a regional bishop and Chair of the Schools Commission in the Diocese of Brisbane from 2013 till her retirement in 2018. She now holds an episcopal licence in the Diocese of Melbourne as a Mission Chaplain and is a Director of Anglican Representative (National Redress Scheme) Ltd, a member of the Anglican Church’s Episcopal Standards Board and a member of the Kooyoora Professional Standards Review Board. She was the Chair of Anglican Overseas Aid from 2005 to 2012. Prior to ordination, Alison was an urban planner specialising in heritage conservation.

Bishop Taylor is a member of the Order of Australia for her significant service to the Anglican Church, and to conservation.

Bishop Taylor joined the BSL Board in February 2023 and is a member of the Property Committee.

Government practice leader in a major professional services firm. One of the leading business operations advisors in the Australian early childhood education sector. Ms Hatzantonis has also spent over 10 years in senior public-sector roles in both the Victorian Department of Premier and Cabinet and in Treasury and Finance.

Mr Hallam was a PwC partner for nine years before working in the sports and major events industry including executive positions with Football Federation of Australia and Golf Australia. Former Chairperson of Melbourne Stadiums Limited and current Chairperson of Melbourne Boomers Women’s National Basketball League Club. Deputy Chair of Zoos Victoria Board.

Stephen Newton AO

Following an extensive career in Education where he served as Chair of State and National sector organisations, and as a school principal for 25 years, Mr Newton chose to make his next contribution in the community welfare sector. He is a past Chair and member of the Board of Anglicare Victoria and is a communicant member of the Anglican Church. Mr Newton currently serves as Chair of the Trustees of the Hugh D.T. Williamson Foundation and as a Director of the Epworth Medical Foundation.

Mr Newton was appointed to the BSL Board in November 2020 and became Chair in April 2021. He is also Chair of the Nominations, Governance and People Committee, Chair of the Property Committee and a member of the David Scott School Council.

Ms Susie King

Ms King is the Executive Director, Consulting, at Social Ventures Australia with more than 20 years’ experience in strategy, business planning, operating model and service design across the for purpose, corporate and government sectors. She has deep knowledge in the justice, mental health, child and family services, family violence and philanthropic sectors.

Ms King has previously worked in London and Washington DC, as a strategy consultant for McKinsey & Company and also held roles as a solicitor in a large corporate firm and as a policy advisor for two Health Ministers in the Victorian Government.

Ms King is also a non-executive director of WEstjustice, a community legal centre in Melbourne’s west, Chair of Mortgage Stress Victoria and formerly served on the board of Trinity College, University of Melbourne, and a major Victorian public teaching hospital.

She holds a Bachelor of Laws (Hons) from the University of Melbourne, a BA in History and Fine Art and a Post-graduate diploma in Art History from the Courtauld Institute in London. She is also a graduate of the Australian Institute of Company Directors.

Ms King was appointed to the BSL Board in November 2020 and became Deputy Chair in April 2022. She is a member of the Property Committee and Nominations, Governance & People Committee.

Former Director of the Health and Aged Care Program at Grattan Institute. MA (Chicago Theological Seminary), PhD (Archbishop of Canterbury, topic: Healthcare funding and Christian ethics), Chair of the Board of Eastern Melbourne Primary Health Network, Deputy Chancellor, RMIT University, Chair of South Australian Health Performance Council. Former Director of the BSL Board from 1996 to 2005 and Chair of the BSL Board from 2000 to 2005.

Associate Professor Jane Freemantle OAM

Associate Professor Freemantle’s academic career as a paediatric epidemiologist has focused on developing population data sets that use linked population data. These data have enabled the development of a sound and comprehensive evidence base to guide policy and evaluate clinical practice and public health initiatives, particularly in the area of Aboriginal and Torres Strait Islander women, children and communities. She currently holds the position of (Hon) Principal Research Fellow at the School of Population and Global Health, the University of Melbourne and Associate Professor Department of Paediatrics and Child Health at University of Western Australia. She is a Director in the Lauriston Girls School Foundation and an Academic Advisor in Medicine, Dentistry and Health Sciences, University of Melbourne.

Dr Freemantle is an Examining Chaplain within the Anglican Diocese of Melbourne and holds numerous lay positions within the Anglican Dioceses of Melbourne and Wangaratta including Lay Reader in the Diocese of Wangaratta.

Dr Freemantle was appointed to the BSL Board in December 2017. She is the Chair of the Quality & Care Governance Committee and a member of the Nominations, Governance and People Committee. She is the Ambassador for the Tucker’s Gift Supporter Circle.

Mr Tony Keenan

Mr Tony Keenan

Tony Keenan has held many leadership positions including in local government and the community sector, and has served in a wide range of advisory roles for governments. He was recently General Manager, Wellbeing and Inclusion at the City of Port Phillip where he led a range of areas including housing, homelessness, indigenous programs, aged care, childcare and family services, diversity and open spaces.

Tony was previously CEO of Launch Housing and Hanover Welfare Services. He has been President of the Australian Federation of AIDS Organisations, the Victorian AIDS Council, Chairperson and Director of the Australian Foyer Foundation and a Director of VCOSS. He was awarded a Harkness Fellowship in Public Policy to the University of California – San Francisco, is a graduate of ANZSOG’s Executive Master of Public Administration (EMPA) program and a graduate of the Australian Institute of Company Directors.

Mr Keenan was appointed to the BSL Board in September 2022 and is also a member of the Audit and Risk Management Committee.

Ms Dana Hlavaceck

Ms Hlavacek is an experienced corporate executive and independent director with expertise in international treasury and finance, audit, risk and compliance. Her executive career includes roles in the resources sector and audit and assurance. She is a Member of the Greater Metropolitan Cemeteries Trust where she is the Chair of the Audit and Risk Management Committee. Previously a Director of Zoos Victoria, Melbourne Water Corporation, RSPCA Victoria, Trustee of the Victorian Arts Centre Trust.

Ms Hlavacek was appointed to the BSL Board in March 2017. She is Chair of the Audit and Risk Management Committee, and a member of the Quality & Care Governance Committee and Finance and Investment Committee.

Mr Michael Langhammer

Mr Michael Langhammer

Following an extensive career in public practice, including serving as a partner of Pitcher Partners for 22 years, Mr Langhammer now consults privately and is actively expanding his portfolio of community and charitable roles. Mr Langhammer advises on strategic development, planning and execution, with an emphasis on governance, performance, resource allocation, compliance, risk management and accountability.

Mr Langhammer is an Adjunct Industry Fellow of Swinburne University of Technology, and is a director of, and advisor to, a number of private family philanthropic foundations.

Mr Langhammer holds a Bachelor of Business (Accounting) and a Master of Entrepreneurship and Innovation from Swinburne University of Technology, and is a graduate of the Australian Institute of Company Directors. Mr Langhammer was appointed to the BSL Board in September 2022 and is also Chair of the Finance and Investment Committee.

Ms Rowan McRae

Ms Rowan McRae

Ms McRae is Executive Director of Legal Practice, Civil Justice, Access and Equity at Victoria Legal Aid, overseeing legal assistance in the areas of mental health, disability, migration, discrimination, tenancy and social security.

She has had a wide-ranging career in the legal and community sectors, including at the Victorian Equal Opportunity and Human Rights Commission, the Commonwealth Attorney-General’s Department, the International Finance Corporation in Washington DC, and as associate to Justice Hayne AC QC at the High Court of Australia. She has also practised in the private legal profession and has worked on development projects in Indonesia and Timor-Leste.

Ms McRae holds a Master of Laws (Public International Law) from the London School of Economics and Political Science. She also serves on the board of the Victoria Law Foundation.

Ms McRae joined the BSL Board in September 2022 and is a member of the Audit and Risk Management Committee.

Revd Dr Alex Ross

The Revd Dr Alexander Ross is Vicar of Saint John’s Finch Street with Saint Agnes’ Glen Huntly. He completed his undergraduate study in Australia and graduate studies at the universities of Oxford and Cambridge.

Dr Ross also serves as a Director on the School Council of Melbourne Grammar School, and as a member of the Trinity College Theological School Committee. He is an elected delegate to the Provincial Council of the Anglican Province of Victoria, as well as the General Synod of the Anglican Church of Australia. He is Sharwood Lecturer in Canon Law at Trinity College Melbourne, an Honorary Postdoctoral Associate of the University of Divinity, and one of nine Anglican theologians appointed by the Archbishop of Canterbury and Secretary-General of the Anglican Communion to be a member of the Anglican-Roman Catholic International Commission (ARCIC).

Dr Ross was a member of the Brotherhood of St Laurence’s Quality and Care Governance Committee between 2020 and 2022 and joined the BSL Board in April 2022, and is a member of the David Scott School Council.

The Executive Team is responsible for the implementation of organisational strategies, development of policies, management of issues, and the performance of the organisation.
In March 2023, we shifted our leadership setup by introducing a new Chief Operating Officer (Karli Middlewood), Chief Services Officer (Julie Ware), and Chief Strategy and Impact Officer (Zeah Behrend). These changes mean we’ve strengthened our leadership and our structures to continue to take us forward, grow our impact, and shape the change that’s needed to achieve our vision of an Australia free of poverty.

Travers McLeod

Travers McLeod

Travers McLeod is BSL’s Executive Director, responsible for the day-to-day management of the activities of BSL as delegated by the Board.

In April 2022, Travers joined BSL from the Centre for Policy Development - an independent Australian policy institute he led as CEO for eight years and remains connected with as a Senior Fellow. In his first year at BSL, Travers has already made significant impact by speaking at the Federal Government’s Jobs and Skills Summit in September 2022 and being appointed to the interim Economic Inclusion Advisory Committee that will make recommendations to the Federal Government prior to each Budget.

He began his career in public law, working for the State Solicitor’s Office in Western Australia and for Justice Michael Kirby in the High Court of Australia.

Travers holds a DPhil and MPhil (Dist) in International Relations from Oxford, where he studied as a Rhodes scholar and was a Lecturer in Politics and International Relations. Travers worked as a Policy Adviser for the Oxford Martin School at the University of Oxford, playing a lead role in their 2013 report Now for the Long Term. He is the author of Rule of Law in War, which was published by Oxford University Press in 2015. Travers remains an Associate Fellow of the Oxford Martin School and holds adjunct positions at the University of Melbourne and the University of Western Australia. He is a board member of the Victorian Foundation for Survivors of Torture and an occasional moderator for the Cranlana Centre for Ethical Leadership.

Travers grew up in Exmouth and Perth in Western Australia and is married to a Kiwi. They and their two young daughters now call Melbourne home.

Dr Lucia Boxelaar

Dr Lucia Boxelaar was Deputy Executive Director until May 2023, having previously led BSL’s portfolio of community programs – Children’s Programs, Youth Services, Work, Economic Security and Social Inclusion and Strategic Partnerships.

Lucia joined BSL in November 2018, after being with World Vision Australia for 11 years where she led teams that managed, researched and developed large-scale programs. She also led two global strategic initiatives for World Vision International to promote evidence capture, utilisation and communication.

Lucia has a Bachelor of Arts with Honours in Anthropology from Monash University, and a PhD in Community Based Natural Resource Management from the University of Melbourne.

Karli Middlewood

Karli Middlewood is BSL’s Chief Operating Officer, managing functions including People and Culture, Volunteer Engagement, Facilities and Assets, and Information, Communication and Technology.

In March 2023, Karli joined BSL with a wealth of commercial and financial acumen from working in technology and innovation. She joins BSL after being General Manager of Finance (CFO) at the Royal Australian College of General Practitioners.

Hailing from the United States, Karli started her career in finance at Intel Corporation, where she worked for nearly a decade with innovative teams across the globe before gaining experience in marketing, start-ups and business development. Since moving to Australia, Karli has supported organisations undergoing significant transformation, including industries in energy, aviation, digital media and healthcare. She also held seats on the Finance and Risk Board Committee of the Australian Medicines Handbook (AMH) and Alumni Board of the University of California San Diego Rady School of Management.

Karli holds an MBA from the University of California, San Diego, specialising in finance and entrepreneurship.

Julie Ware

Julie Ware is BSL’s Chief Services Officer, providing strategic and practice leadership of our services portfolio including Children, Youth and Inclusion, Aged Care Services, and Disability Services

In March 2023, Julie joined BSL with over three decades of experience managing complex portfolios in health and human services, focusing on service delivery and system reform. She joined BSL having served as COO of complex services at ermha365 and Chief Experience and Innovation Officer at Scope Australia.

Julie started her career in health and has worked in a range of social service settings, before going on to develop national and state policy on health, disability, justice, and mental health whilst in government.

She has held senior executive roles in a range of community organsiations, developing and transforming areas such as quality and continuous improvement; client safeguarding, experience and outcomes; knowledge translation; service model innovation and redesign; and research and innovation. She has a deep understanding of the intersectionality of social challenges.

Julie holds a Bachelor of Health Science, a Postgraduate Diploma in Community Health, and a Masters in Health Services Management.

Zeah Behrend

Zeah Behrend is BSL’s Chief Strategy and Impact Officer, leading strategy implementation and supporting the Social Policy and Research Centre (SPARC), and Communications, Marketing and Fundraising teams.

In March 2023, Zeah joined BSL from Life Without Barriers where she was leading strategy implementation as the Director, Strategic Initiatives and Governance, Child Youth and Family.

Zeah brings a passion for social justice and diverse experience working in strategy, policy, and operational roles in not-for-profit, commercial, and government organisations. Zeah’s early career grew from her work as a youth advocate, beginning at the NSW Commission for Children and Young People and working in professional services conducting service reviews, program evaluations and strategy development for a variety of clients. Since moving to Melbourne, she has held senior roles at Save the Children Australia, Child Wise, and Liberty Financial.

Zeah holds an MBA and Bachelor of Social Science.

Susan Hall

Susan joined BSL in 2016 as Head of Early Childhood Early Intervention, within the NDIS team and moved to the role of Deputy Director of NDIS in 2019.

Susan has worked in Business Development, Early Childhood Inclusion and Direct service provision in the disability field.

Susan has a Bachelor of Occupational Therapy, Master of Occupational Therapy, Diploma of Management and is a Graduate of the Australian Institute of Company Director.

Melinda Moore

The Children, Youth and Inclusion Program division includes four departments including: Strategic Partnerships, Children’ Programs, Youth Services and Work, Economic Security and Social Inclusion (WESSI).

Melinda joined BSL in 2013 as a Project Lead in the Home Integration Program for Parents and Youngsters and in 2018 moved to WESSI as the Head of Department. Prior to joining BSL Melinda worked in the child and family services sector for more than 25 years and has extensive experience in service delivery, service development and project management.

Melinda has a Bachelor in Social Work (RMIT) and Master of Social Work (University of Melbourne).

Niamh O’Malley

Niamh O’Malley began leading the Shared Services division in September 2018.

The Shared Services division comprises People Services, IT, Volunteer Services and Facilities and Assets.

Niamh joined BSL in 2011 as an HR Consultant and was promoted to Senior Manager, Retail the following year and General Manager, Social Enterprises in 2015. Niamh’s team-building leadership was instrumental to the successful restructuring and rebranding of our community stores, redevelopment of the warehousing and logistics functions, and the growth of Brotherhood Books.

Niamh has a Bachelor of Arts (Honours) and a Graduate Certificate (Human Resources Management), and she is a board member of Foodbank Victoria.

Lisa Rollinson

Lisa joined BSL Aged Care Division in 2002, and was Senior Manager - Community Care from 2010 to 2016. During this time, Lisa managed and executed a comprehensive change strategy to facilitate the transition of BSL’s service model to consumer directed care. In an environment of constant change within the BSL NDIS and as a senior team member, Lisa has facilitated and implemented NDIS’s strategic vision in operations through service design, management and delivery of high quality services and partnerships for the Division.

Lisa has a Master of Business Administration, (MBA) and a Graduate Diploma of Business (E-business and communication) from Swinburne University, and a Graduate Diploma of Education (Health) from Deakin University.

Sonia Bijelic

Sonia Bijelic led the Marketing and Engagement Division, which encompasses fundraising, public relations, marketing and BSL’s social enterprise businesses.

An experienced senior leader, Sonia came to BSL in 2018 with a strong track record of success working across numerous organisations and industries, including sport, entertainment, hospitality, telecommunications, consumer packaged goods and financial services.

Sonia was recognised as one of Australia’s top 50 chief marketing officers in the 2017 IDG ranking.

Before joining BSL, Sonia was head of marketing at Cricket Australia. She holds a Master’s degree in Marketing and lectures in the subject at Swinburne University.

Rodney Weston

Rodney joined BSL in 2011, leading a business transformation for the Social Enterprises division. He was appointed General Manager of Business Development and has facilitated planning for consumer directed care.

Before joining BSL, Rodney worked at IBM, AMP, Optus and the ASX. He also co-founded an online stock market information provider.

Rodney has a Bachelor of Science and Mathematics in Business Information Technology. He is an Associate with CPA Australia and serves on the boards of three community organisations.

Professor Shelley Mallett

Professor Shelley Mallett led the research and policy work of BSL and had a joint position with the University of Melbourne as a Professorial Fellow of Social Policy.

Professor Shelley Mallett leads the research and policy work of BSL, and has a joint position with the University of Melbourne as a Professorial Fellow of Social Policy.

Her career has been diverse, spanning service delivery, service development and training as well as academic research and teaching. Shelley began her professional life as a speech pathologist, moving on to parent-adolescent mediation and counselling before developing an academic career in sociology and anthropology.

Shelley has held positions at Melbourne City Mission and Hanover Welfare Services. Her research interests are youth transitions, the role of the not-for-profit sector and the future of social security. Shelley is a board member of the Council for Homeless Persons.
